The answer is that “it depends”. Of course we want to promote health, safety, and sustainability. At the same time, we should think about customer value, the end-to-end supply chain, and business success. We must start making commonsense decisions. For example, two key refineries have left California while citing regulatory and permit issues, putting the state’s needs at risk. In Arizona, TSMC also cited regulatory and permit concerns with the delay in construction and startup of the chips plant, critical to securing supply of computer chips for essential devices. They said that the U.S. takes twice as long as Taiwan to work through the red tape.
